Before cutting you hav to demux the video stream. My advise is the program Project X.
The video cut theory is explained at http://www.radonmaster.de/robernd/tMPEG.html (German site only).
The audio cut theory will be explained in the FAQ.

Microsoft .NET Framework 1.1 SP1 (or above) is needed.

Main Features:

-This program supports Mpeg1- and Mpeg2- video and Mpeg1, Mpeg2 (Layer I-III) audio, AC3 audio, DTS audio and PCM audio.

Requirements

-Microsoft .NET Runtime 1.1
-DirectX 9.0c
-256 MB RAM or above to get fun.
-Screen resolution 1024x768 (or higher)
-NTFS to support files larger 2 GB
-A installed MPEG2 decoder (like Elecard or other)
